Dear Resident

 

At the Local Development Framework meeting held at the War Memorial Club in Euxton on 19th January 2012 you left your personal details with a wish to be kept up to date with any further developments with regard to the Local Development Framework.

 

This Email/Letter is to inform you that a Draft Supplementary Planning Document Consultation has been produced by the three District Councils in Central Lancashire – South Ribble, Preston and Chorley. The documents are as follows;

 

1.       Affordable Housing

2.       Controlling Re-use of Employment Premises

3.       Rural Development

4.       Access to Healthy Food

5.       Design Guide

 

Their purpose is to provide guidance on the interpretation and implementation of relevant planning policies particularly those in the Central Lancashire Core Strategy. They will form part of the Local Development Framework for each District Council.

 

The Supplementary Planning Documents are available to view, along with the Screening Document for Sustainability Appraisal and Strategic Environment Assessment at www.centrallancashire.com  and at the Council Offices Chorley until 30th may 2012.

The public meeting was very well attended, with approximately 75 members of the public. Four Borough Cllrs representing Euxton South, North and Astley & Buckshaw Wards attended and residents had an opportunity to ask questions.

Euxton Parish Council's LDF Working Group met on 1 December and discussed plans for a meeting with the six local Borough Councillors. A request will be made to the Councillors for a meeting date and questions have been formed by some residents.

When a venue and date is arranged - it will be posted here.

LOCAL DEVELOPMENT FRAMEWORK (LDF)

Euxton Parish Council has been working since 2009 to bring to residents attention the work and development of the LDF document. Information on the process has appeared in newsletters in 2009, 2010 and 2011, on noticeboards and the website. It also assisted Chorley Council to arrange two drop-in information sessions, in 2010 and 2011, for residents to meet planning officers and input into the consultation process.

Recently, during the latest consultation period of the LDF document, Euxton Parish Council set up an ‘LDF Working Group’ so it can further assist in communicating the consultation of this document, and its contents and impact on Euxton and its residents.

The ‘LDF Working Group’ met on the 1 November, along with a number of interested and concerned residents. The Group and residents agreed to leaflet all Euxton residents with a letter containing information on the process, how the proposals will affect Euxton and how to respond to the consultation. The LDF consultation process was extended by a further 3 weeks until the 18 November, the leafleting will be on Saturday the 5 November.

Leafleting volunteers will be meeting by the Church car park on School Lane at 10am on Saturday 5 November 2011 to distribute leaflets around the village, any help welcome.

The ‘LDF Working Group’ Councillors will be meeting with Senior Planning Officers the following week to ask a list questions posed by residents and the Group at its meeting on the 1 November.

The ‘LDF Working Group’ will then be meeting again on Wednesday, 16 November 2011 at 7pm in the Annexe at Euxton PC Community Centre to update from the meeting with the Planners at Chorley Council and, to formulate a report to feed back to Full Council on that Thursday.

Below is information on how to respond to the LDF consultation.

Update 1 November 2011

The deadline for responses to the LDF Preferred Options documents has been extended for a further 3 weeks and deadline is now Friday 18 November 2011. On the right are copied the links to the documents and the response mechanisms for this consultation.

The jointly produced Central Lancashire Core Strategy sets out where new development should be located in Chorley, South Ribble and Preston over the next 15 years was submitted for examination and the Inspector has expressed some doubts over areas in the document and the proposed changes to the document are within a document which is linked on the right.

The proposed 'Housing Related Changes' document to address the inspectors concerns is being consulted on and the deadline for comments is 12 December at 5pm.

Euxton Parish Council considered the 'Preferred Options LDF Documents' at its meeting on Thursday, 20 October 2011.

As in previous stages, the Parish Council has objected to areas being allocated for housing and employment in the plan such as the fields off Euxton Lane and land South of School Lane.

The Council also set up a working group of 6 Councillors to investigate ways in which it can prevent some areas of land such land off Euxton Lane, going forward for houses.

People in Chorley are being given another opportunity to shape the future of where they live, work and visit.

Chorley Council is undertaking another round of consultation show residents the 'preferred options' which have come out of previous rounds of consultations.

Last December, Chorley Council held a public consultation event in Euxton which was very well attended by residents.

This method is to be repeated, due to the success in our area of this event.

Residents, businesses and commuters are being asked again to drop-in on Planning Officers at the event and tell them what you would like to see happen in this area.

Chorley Council stresses it is vitally important that we plan ahead to set aside enough land to secure local jobs, housing and community facilities in years to come. Without this plan future development could happen in inappropriate places or in a haphazard way.

Chorley Council is working with both South Ribble and Preston City Councils to coordinate their documents to cover all of the Central Lancashire area. The three authorities have also worked together to produce a joint Core Strategy for Central Lancashire. This strategic overarching document is also being made available for comments.

This is a great opportunity for people to influence what will happen in their local area. The preferred options for sites are still at the consultation stage but will go forward to be the confirmed sites if better, alternative or more suggestions are not put forward.

Euxton Parish Council is aiding Chorley Council to host a ‘drop in’ session for residents to find out more and, when available, the full plans can be viewed on Euxton's website.

Planning for the future...

People in Chorley are being given an opportunity to shape the future of where they live, work and visit.

Chorley Council is undertaking a consultation to find out where people would like new schools, houses, shops and businesses to be located or ideas for new cycle routes or public transport in their areas. It also proposes a number of local policies to guide future development.

Residents, businesses and commuters are now being asked what they would like to see happen so a plan can be drawn up for the future.

Chorley Council stresses it is vitally important that we plan ahead to set aside enough land to secure local jobs, housing and community facilities in years to come. Without this plan future development could happen in inappropriate places or in a haphazard way.

To do this we need people who live, work and visit Chorley to tell us what they would like to see happen in the future - not just where they think development could take place but also areas and facilities that need protecting for people to enjoy and policies to manage this.

Euxton Parish Council, along with many other local bodies and Councillors, was consulted on the latest stage of the Local Development Framework (LDF).

The 'Community Survey', this follows the Site Specific Suggestions stage, which requested sites for housing or commercial purposes.

The Community Survey requested suggestions for public open space (eg parks, play areas, allotments etc), cemetries, community uses, education and health care uses.

The site specific suggestions for housing and commercial uses have not yet been considered, the list will be finalised in January 2010 and then sent out for consultation. Euxton Parish Council is eager to respond to items in this consultation, particularly the suggestion of three fields along Euxton Lane (mentioned in an article, page 3) which were submitted for a Housing site.

What is the Local Development Framework?

The Local Development Framework is a folder of local development documents that outlines how planning will be managed in your area. It is intended to be more responsive to change than the old system of local plans and allows for greater public participation.

The framework will comprise a series of documents on different topics, most of these will either be:
*Development Plan Documents (DPDs) with planning policies.
*Supplementary Planning Documents (SPDs) made up of advice and guidance on how the policies will be used.

What will be in the LDF?

All topics will be covered except minerals and waste matters which will be dealt with by Lancashire County Council.
