An annual report of the Council is done and published by the 30 June each year. The reports are published in the newsletters. Annual Report 2008/2009, Annual Report 2009/2010 The Annual Assembly is held between the 1 March and 1 June and the public are invited to attend, also representatives of interested local organisations. The date for this meeting is posted on the parish noticeboards and published in the quarterly newsletter. The Minutes for these meetings can be seen on our meeting pages, link here. This is the first meeting in May each year and the first item of business is to elect a Chairman of the Council. The Local Authorities (Model Code of Conduct) order 2007 came in to force on the 3 May 2007. PDF Code (click to open) Euxton Parish Council adopted the new code at the next following meeting in May. Euxton Parish Council is a public authority listed in Part II of Schedule 1 of this Act and is subject to Section 19, adoption and maintenance of a publication scheme approved by the Information Commissioner, this act was adopted by Euxton Parish Council on 16 January 2003, updated 16 October 2008 and publishes its on the website, link here. This register contains details of available documents and where they are available. Functions of Euxton Parish Council The functions, powers and duties of Parish Councils are varied and complicated. Euxton Parish Council maintains its recreation and play areas within the parish, has a lengthsman service throughout the village to sweep pavements and litter pick, provides wayside seats, boundary signs, additional litter bins, and much more. The Parish Council is notified of all planning applications by Chorley Borough Council and the Parish Council is entitled to, and often does, comment upon such applications. Also, the Parish Council provides a quarterly newsletter to all properties in Euxton updating parishoners on what the Council is doing or has completed for the village and this website which is constantly being developed. The Parish Council meetings are held at Euxton PC Community Centre, Wigan Road (next to Papa Luigis), monthly on the third Thursday of at 7.15 pm. Members of the public and the press are encouraged to be present. List of meetings are on the Meetings page. The council is able to carry out functions under powers in many different statutory acts. It has the power to precept (see below) and spend an amount on items it sees as a benefit to the area or inhabitants, sometimes referred to as the free resource . It can consider matters on which it has powers to act for the benefit and within the interests of its electorate but has a responsibility for sound financial management. The Precept is the money the Parish Council requests from residents of the village via the Council Tax bill collected by Chorley Borough Council. The coming financial years precept is listed below, the full budget can be seen here, View the 2010/11 Precept Budget here ; View the 2009/10 Precept Budget here Previous financial years figures are: 2010/2011 the precept was £113,200, band D property charge of £33.20, this is a 2% reduction on last year 2009/2010 the precept was £112,340, band D property charge of £33.76 2008/2009 the precept was £104,000, band D property charge of £30.69 2007/2008 the precept was £97,050, band D property charge of £29.56 2006/2007 the precept was £93,200, band D property charge of £28.98 Standing Orders are additional to the Local Government Act 1972 (Part 1 & 2) which is the law relating to the constitution and creation of a parish council. Standing Orders are instructions and rules which Euxton Parish Council have adopted that assist with the smooth running of council business and meetings. Most parish councils have a set of standing orders which are exclusive to them and tailored to suit the different parish conditions such as size, spread, budget constraints etc. Standing orders do not contravene any part of the Local Government Act but enhance them to enable Euxton Parish Council run more smoothly. Standing Orders for Euxton Parish Council The Council displays notices, agendas and copies of approved minutes in the three parish noticeboards at: The shopping area at Runshaw Lane -The Talbot Row shopping area -By the road side at St Mary's Club car park - On Wigan Road, opposite the Euxton Mills Pub by Dawbers Lane -On Euxton Lane at the junction with Wentworth Drive. See what is on the Noticeboard at the moment. The population of Euxton is approximately 8,318 with an electorate in 2006/07 of 7,249. (Chorley Borough Council figures 2007/08) and covers an acreage of 2,915. These figures are set to rise for 2008/9 due to the rising properties on Buckshaw Village being completed and moved into. As at September 2008 there are 5,577 properties in Euxton, and rising due to the building on Buckshaw Village. The Parish of Euxton is divided into 3 wards - North East, North West and South, served by a total of 18 parish councillors (see Councillors page).
Euxton Parish Council employs a Clerk who is also the Responsible Financial Officer, along with three part-time Village Caretakers. The Parish of Euxton is divided into 3 Borough wards - Euxton North, Euxton South and Astley & Buckshaw which takes in Buckshaw Village and Astley Village.
