MEMORIAL SEATS

The Parish Council was separately approached some time ago about the deaths of two local boys and of very well know man in the village. Family and friends requested memorial benches and asked the Parish Council for assistance.

Sean Stewart and John Marsden died on Dawbers Lane in a car accident and a seat has been placed on Dawbers Lane near to the flower planter as you can see in the photos.

Billy Stickland was a well know gentleman around the village and his friend approached us to remember Billy with a seat, as hewalked around the village alot. This was placed outside the War Memorial Institute on Wigan Road.

These seats were paid for by family and friends and the Council were only too pleased it could help source the right seat and services required to get the seats in place.

30 mph Vehicle Activated Sign for Runshaw Lane

Lancashire Council Council are due to start work installing this VAS week commencing 16 April 2007.

It will be installed on the North side of Runshaw Lane heading East in to the village and will flash up a 30 mph signal to vehicles approaching.

The major path resurfacing works were carried out at the end of 2006, with the top coat materials being finished spring of 2007.

Following the laying of the top coat of a material called Top Trek, which is a recyclate composite, it was noticed that it contain contaminates of crushed glass and rusty nails. The supplier of the product agreed that the product was not acceptable but only agreed to replace the product, which left the clearing and relaying costs outstanding. Following long negotiations between the contractors and the suppliers an agreement was reached which enabled the surface to be replaced.

In the week of 18 June the top surface was scraped off and removed off site (scraping off on photo 1). Any broken edge boards were replaced (see photo 2).

On Monday 25 June a new top surface will be delivered and laid which will be the same material as the path was when it was originally created in 1999, sandstone.

THE SWEEPER'S BACK !

The Parish Council took delivery of its new pavement sweeping machine in late February, and hopefully you will see it soon in your street - or at least see where it has been....

This is the second sweeping machine the Council has had, the first being the 'Green' machine purchased back in early 2001 which was retired in 2005.
The response from residents to the machine around the village was very positive and people did notice when it wasn't about.

The Council took a decision, after having a period without a machine and gauging your feedback, that having a sweeper was necessary for a large village such as Euxton with the main roads running through it and bringing their own type of litter and rubbish problems.

The new machine has an additional feature - another hose arm that sprays disinfectant and safely extracts dog excrement from the pavement.

Please, as far as possible, keep the pavements in front of your house clear so the sweeper can do its job.

COUNCIL BUDGET FOR 2007 / 2008

The Council set the spending budget for the next financial year at its meeting on 18 January 2007.

This year, following a large percentage rise last year, the Council has managed to keep the to an increase of only 2% on what was charged last year. The average band D property was paying £28.98 and for the forthcoming financial year will be paying £29.56.

Precept - This is the amount of money requested by a Parish Council and collected by the Borough Council through the Council Tax bill.

A GRAND TOTAL OF 55 YEARS ON THE COUNCIL

At the meeting on 19 January 2006 two Parish Councillors were congratulated by the Council for their collective service to the Council and village of 55 years.

Councillor Geoff Witts has served on the Parish Council for 30 years in 2005 and Councillor Tommy Gray 25 years. They were both thanked and praised by the Chair Marie Mercer and the whole Council joined in to commemorate the occassion by making a presentation to each of them.

Unfortunately Geoff died on the 27 July 2007.

BUCKSHAW VILLAGE

As you will have seen, on your diversions through Buckshaw Village during the closure of Packsaddle Bridge, the village is well underway and in many sections looks finished and polished.

The village will be large with some 2000 homes in total all being built in the space of approximately 5 years.

The area of Buckshaw Village is divided by, not only Parish boundaries, but Borough ones too. Much of the north west side of the village will be Leyland, ie South Ribble Borough Council, and will be mainly industrial with some housing. There will be a few homes falling within the Whittle-le-Woods parish boundary but some 1330 of the 2000 homes will be in the parish of Euxton.

So even though Buckshaw Village appears to be a village all in its own right it will be split three ways!

The problems or benefits that the split of the village may bring are yet unknown and the parish councils of Euxton and Whittle-le-Woods have already met to discuss what the future may hold.

In time the village of Buckshaw may well change and form its own parish council, but until then the residents will be served, as all other villagers are served, by its respective parish councils, Chorley Borough Council and South Ribble Borough Council.

A welcome is extended to all new members of the village of Euxton living on Buckshaw.

Live Outside Broadcast coming from Euxton

Granada TV did aLive Outside Broadcast from Euxton on Wednesday, 6 September at the Millennium Green at 5pm, which went on air at 6pm.

Paul Crone was walking 20 miles a day across the North West to raise money for charity with the 'Up The Amazon' Appeal.

On the 6 September he walked from Rawtenstall to Euxton and went on the next day to walk to Lytham.

This was a chance to star on TV and save someone's life. Granada says "it's vital we raise as much money as possible and support Croney on his walk - raising money to stop people dying in one of the poorest parts of South America. Why not hold a fund-raising event before the broadcast and bring your money down on the night".

New Positions for Seats around the Village

The Parish Council is sometimes requested to supply additional wayside seats. Recently two potential positions were assessed by the Safety, Highways and Footpaths Committee but they were not considered to be suitable. One site was not recommended by the Chorley Borough Council Community Safety Partnership and the second site, which the team has not inspected did have very similar characteristics.

Recent positions seats have been sited have both been replacement benches for ones knocked down and wrecked by vehicles, the one at Pincock Brow above and at the same time a replacement seat at the junction of Pear Tree Lane where it meets at the top with Whinney Lane.

The Parish Council is looking for additional, new or replacement positions for seats and also reports of benches in need of repairs - so if you have any information please let the Parish Council know.

Pincock Brow seat

A resident very recently wrote in to the Council, anonomously hence the response on the website, to ask the Council if they would replace the bench which used to be sited at the junction of Pincock Brow and Wigan Road as it had been demolished some time ago by a car accident.

The Council has already had the seat replaced with a new one early in 2005 and here is a photograph of it. It has a very prominent position right at the junction of the two roads looking up Wigan Road towards the Methodist Church. On the photo you can see up Wigan Road heading towards Charnock Richard on the left and down Pincock Brow on the right.
