Euxton Gala Day in July 2011 was yet another Scorcher, for the second year running - obviously our presence brings the weather - although saying that may jinx next year. As you can see, we all had a wonderful day meeting new residents and longer standing residents of the village and the Euxton Bags went down a storm, again. Councillors manned the stall throughout the day in shifts and had a great time. Thanks must go to Euxton Gala organising Committee as without them there would be no Euxton Gala Day. COUNCIL BUDGET FOR 2011 / 2012 The Council set its spending budget for the next financial year at its meeting on 20 January 2011 Euxton Parish Council agreed to set the Precept* figure for £107,986, giving the average band D Council Tax payer the amount of only £30.62 to pay for all the parish services. This is a big reduction on last years council tax figure for the parish element, which was also reduced from the 2009/10 figures. Over the last two years the Council has reduced the Council Tax bill for residents by £3.14 and residents, in the forthcoming year, will be paying equivalent to what they paid in 2008. The precept this year has gone down by £5,214. This reduction amounts to a 7.8% reduction of Council Tax for Euxton residents.

Have your say in the Budget setting for Euxton... Euxton Parish Council will be setting its precept at its January Council meeting and is taking this opportunity to ask residents, as it has done in previous years, to get in contact with any project ideas or things you would wish the Council to do around Euxton. The projects can be small or large, long term or quick fix projects, can be done by our village caretakers or by contractors. It might be a bulb planting project, clean up area, suggestion for a new flower planter, or something nobody has every thought of before. So, don't delay, get in touch through the Clerk so ideas can be researched and put to the Council. One such budget setting decision you can see on the right, about the Pavement Sweeper? Following on from the success in the North West In Bloom competition this year winning a Silver Award, the Council wants to maintain its high standard of keeping the streets clean. Euxton's current pavement sweeping machine is now coming to the end of its life. This is the second sweeping machine Euxton Council has had, first purchasing one in early 2001, and the current one in early 2006. Euxton Gala was an excellent day. It was very well attended, the weather was wonderful and Euxton Councillors had a thoroughly good time meeting residents and handing out Euxton Bags for Life and small bears for the children.

EUXTON IS A QUALITY PARISH COUNCIL Euxton Parish Council was recognised as a Quality Parish Council and received its Quality Parish Status, following its submission of evidence in January 2010. The Council submitted its portfolio of evidence covering all the necessary criteria for the Quality Scheme. These include items such as employing an qualified Clerk, communicating regularly with its residents, publishing an annual report and much more. The Chief Executive of Chorley Council, Donna Hall, attended the Council's Annual Council Meeting in May 2010 to present the certificate to the Council. Donna said, "The Council should be very proud of its achievement in gaining its Quality Council Status. It is recognition of the Councillors commitment to their duties and professional approach to serving their community that moulded Euxton into a Quality Council. Of course it is also testement to the hard work the Clerk, Debra, puts in to carrying out the Councils instructions and keeping them up to date."

Sid is out and about round Euxton! The much awaited Speed Indicator device (SID) is now out and about Euxton. The Sid belongs to Euxton Parish Council and there are 10 positions it can go around the village. Councillor Alan Platt is Euxton Parish Council’s volunteer who puts the device up and down, until other members are trained and he is pictured here after putting it on the plate positioned just adjacent to Sharrock Street on Buckshaw Village. The speed of traffic in some village areas exceeds the limit and what is safe. Sid will help remind drivers to keep to the speed limit for that road. The Sid is hung on 'plates' which are either strapped to lamp posts or a post installed specially for the plate. The 10 plates have been placed all around the village at points where speed is, and can be, an issue for other road users and residents. Update June 2010 - the Sid has now been on Balshaw Lane a few times, Sharrock Street on Buckshaw Village, by the Railway pub and at Pincock Brow on Wigan Road and on Euxton Lane adjacent to Pear Tree Lane junction - all the statistics are being gathered from these sites and further reports will be available when they have been collated and analysed. In July the SPID has been on Dawbers Lane, Central Avenue, and Balshaw Lane near the play area. The final plate which will see the plate next is Runshaw Lane.

COUNCIL BUDGET FOR 2010 / 2011 The Council set the spending budget for the next financial year at its meeting on 21 January 2010 Euxton Parish Council agreed to set the Precept* figures for 2010/11 at £113,200, giving the average band D Council Tax payer the amount of only £33.20 to pay for all the parish services. This is a reduction of 2% on last years council tax figure for the parish element.

Christmas Carol Singing, 2009!... Euxton out did itself again with another spectacular gathering infront of the Community Centre and Christmas Tree to sing carols in the open air. Hundreds of residents turned out, the weather this year held off so we could sing Christmas Carols to Parklands School Band musical accompanyment. Following the singing the Euxton Community Centre Committee invited residents in for hot drinks and mince pies. Now we are all in the Christmas Spirit....

The Clerk’s from both Euxton Parish Council and Eccleston Parish Council joined forces recently to negotiate their Sid purchases and possibly save money. Both Parish Council’s Clerks were to be buying a Speed Indicator Device, from the same supplier at a similar time so ‘boldly’ asked for discount, as they would be made and shipped at the same time. Both Council’s made a saving of £450 on the purchase of the Speed devices, which as you can see, have arrived and will be in use very soon around the villages of Eccleston and Euxton. The Speed Indicator devices are becoming more common place and Euxton and Eccleston follow in the footsteps of Astley Village which has a Sid and Croston, Heskin and Bretherton Council’s who share a Sid between them. The speed of traffic in some village areas exceeds the limit and what is safe. Sid will help remind drivers to keep to the speed limit for that road. The Sid the two Council’s have bought has the function to record the speeds of traffic in time periods of the day - this should help identify any problem areas and times of the day so other measures might be requested to help keep traffic, pedestrians and cyclists safe. The Sid is hung on 'plates' which are either strapped to lamp posts or a post installed specially for the plate. The plates will be placed all around the villages at points where speed is, and can be, an issue for other road users. Euxton has joined forces with two neighbouring local villages through some partnership working between Council Clerks to kick-start a 'Respect Our Village!' campaign. The campaign is to remind residents not to drop litter around our villages, remember to clean up after their dog and not to fly-tip or to look out and report fly tippers - so we can all respect the village in which we live. The scheme has been assisted by a Green Partnership Award grant from Lancashire County Council of £500 which helped buy posters, stickers and notices. Also the Chorley Council Neighbourhood Working Scheme assisted the campaign with litter bin stickers which inform dog owners that they can use the litter bins for disposing of dog foul, as long as it is ‘bagged or wrapped’. Joining in the scheme at the moment are the Parish Councils of Euxton, Eccleston and Croston. The scheme will use the litter bin stickers, and stickers and posters as with the message ‘Respect our Village’ reminding to use litter bins or take litter home, pick up after your dogs and not to fly tip.

The Parish Council was separately approached some time ago about the deaths of two local boys and of very well know man in the village. Family and friends requested memorial benches and asked the Parish Council for assistance. Sean Stewart and John Marsden died on Dawbers Lane in a car accident and a seat has been placed on Dawbers Lane near to the flower planter as you can see in the photos. Billy Stickland was a well know gentleman around the village and his friend approached us to remember Billy with a seat, as hewalked around the village alot. This was placed outside the War Memorial Institute on Wigan Road. These seats were paid for by family and friends and the Council were only too pleased it could help source the right seat and services required to get the seats in place.

The Parish Council took delivery of its new pavement sweeping machine in late February, and hopefully you will see it soon in your street - or at least see where it has been.... This is the second sweeping machine the Council has had, the first being the 'Green' machine purchased back in early 2001 which was retired in 2005. The Council took a decision, after having a period without a machine and gauging your feedback, that having a sweeper was necessary for a large village such as Euxton with the main roads running through it and bringing their own type of litter and rubbish problems. The new machine has an additional feature - another hose arm that sprays disinfectant and safely extracts dog excrement from the pavement. Please, as far as possible, keep the pavements in front of your house clear so the sweeper can do its job.
