Analysis of Speed Indicator Device speeds - Sept/Oct/Nov'10

A successful outcome from Sid ! Following on from the Parish Council's report on the front page of the September issue of the Euxton WEB, proposals have been drawn up to improve road safety at Pincock. Back in 2008 an Accident Investigation Report was carried on the A49 covering the stretch from Charnock Richard heading Northwards to Dawbers Lane roundabout, of which the Parish Council was aware of and has been chasing progress on its recommendations. The report suggests measures such as the reduction in speed approaching the Crematorium from the national speed limit to 40mph, to cope with this facility and its traffic, but which would also assist traffic to meet the 30mph speed limit when entering Euxton at Pincock. Other recommendations in Euxton were, an interactive flashing sign at the boundary when entering Euxton from Charnock Richard, replacement roundabout warning sign next to Hillside Close and, a pedestrian refuge to be built adjacent to the Euxton Mills pub to aid crossing. These measures are being consulted on and the work is within this financial years budget.

Slow down at Pincock! The first batch of data has been analysed for the Speed Indicator Device postions but some do not make good reading. The worst area for speeding vehicles is Wigan Road, at Pincock with 84% of all vehicles travelling over 30 mph. Near to the boundary of Euxton and Charnock Richard vehicles come in to Euxton northwards out of the de-restricted zone and only 16% can manage to meet the speed limit. Of the 12,300 vehicles over 4 days, 500 vehicles entered the village at over 51 mph, with a staggering 74 of these travelling at over 61 mph, in a 30 mph limit! But by far the most encouraging result was Buckshaw Avenue, near to the junction of Sharrock Street, where 98% of the 9,333 vehicles over four days were at or under the 40 mph speed limit. Followed by Runshaw Lane at 86% of 10,916 vehicles at or under the 30 mph speed limit, Balshaw Lane on the railway bridge close to the play area heading eastwards 82% of 12,007 vehicles kept below or to the 30 mph speed limit, and Central Drive on the crest of the railway bridge heading in to Buckshaw Village 81% of the 11,284 vehicles were travelling at 40 mph or below. The information showed that in four of the eight locations analysed, the percentage vehicles within the speed limit improved over the time the indicator was in situ. A surprising finding from the results was the amount of traffic using Balshaw Lane, 12,221 vehicles, in comparison to all the through roads measured, busier than Euxton Lane, Dawbers Lane, Wigan Road at Packsaddle end and Euxton Lane. Only Wigan Road at the Pincock Brow was busier, by less than 100 vehicles. The quarterly report, for the analysed sites, is posted on the Council's website, on the SpID page, if you want to take a look. The data results for the Wigan Road Pincock area has been passed to the Police with a request to follow up with enforcement action in the future.

Sid is out and about round Euxton! The much awaited Speed Indicator device (SID) is now out and about Euxton. The Sid belongs to Euxton Parish Council and there are 10 positions it can go around the village. Councillor Alan Platt is Euxton Parish Council’s volunteer who puts the device up and down, until other members are trained and he is pictured here after putting it on the plate positioned just adjacent to Sharrock Street on Buckshaw Village. The speed of traffic in some village areas exceeds the limit and what is safe. Sid will help remind drivers to keep to the speed limit for that road. The Sid is hung on 'plates' which are either strapped to lamp posts or a post installed specially for the plate. The 10 plates have been placed all around the village at points where speed is, and can be, an issue for other road users and residents. Update June 2010 - the Sid has now been on Balshaw Lane a few times, Sharrock Street on Buckshaw Village, by the Railway pub and at Pincock Brow on Wigan Road and on Euxton Lane adjacent to Pear Tree Lane junction - all the statistics are being gathered from these sites and further reports will be available when they have been collated and analysed. In July the SPID has been on Dawbers Lane, Central Avenue, and Balshaw Lane near the play area. The final plate which will see the plate next is Runshaw Lane.
