Part Time: 15 hours per week

Salary range:  LC2 (points 18-23 £13.21 to £14.67 per hour) plus business mileage – dependent on experience and qualifications.

Attendance at some meetings which are mainly in the evening, and occasional event weekend work.

Contract Period

Permanent (After successful probation of 6 months) and subject to clear criminal record check

Euxton Parish Council is looking for a motivated individual who cares about Euxton, to support the current Parish Clerk/RFO.

This role is for an assistant to the present Clerk/RFO and in time following training, qualifications and experience can be expanded to take more responsibility and assume more hours.

The role is mostly administrative, liaising with suppliers and partner organisations, has financial elements and requires some design abilities and duties around the village. Attendance at some meetings which are held in the evening (see website to see Council and Committee meetings).

In recent years Euxton has grown with many additional houses and its services have also expanded in line with this growth. Euxton has over 13,000 residents spread over Euxton and a large part of Buckshaw Village.

The Council presently employs five village caretakers who look after the village, litter picking, maintaining and keeping the village a pleasant place to live and work. Included in this work is the maintenance of three equipped play areas, large skate park, recreation land, park land, an allotment site, village flower planters and the Council’s assets and street furniture.

This will be a part-time post with some flexibility on the working hours and the successful applicant will be expected to work mainly from an office in the village.  It is essential that you will be able to travel to sites around the village and meetings using your own transport (business use insurance required).

The applicant could hold:

  • ILCA (Introduction to Local Council Administration) OR
  • FILCA (Financial Introduction to Local Council Administration) OR
  • CILCA (Certificate in Local Council Administration) OR
  • Higher relevant qualification
  • if not, would be prepared to undergo Council funded CILCA training

If the successful candidate already has the required skill base, then the applicant will be assessed accordingly.

In return, we are offering a salary in accordance with the National Joint Council for Local Government Services (NJC), based on the applicant's experience and a work-based pension, 25 days holiday (pro rata).

Job Purpose

To assist the Clerk to advise Council on, and assist in the formation of, overall policies to be followed with respect to the Council’s activities and to produce all the information required for making effective decisions and to implement constructively all decisions

To assist the Clerk to advise (both in response to inquiries and proactively) on its governance arrangements with a view to promoting open and accountable decision-making that complies with applicable legal requirements

Responsibilities and Duties – assist the Clerk/Responsible Financial Officer to

  • ensure that all the statutory and other provisions governing and affecting the operation of the Council are observed
  • attend meetings of the Council and associated committees and Working Groups as instructed by the Council
  • compile and publish agendas and minutes for all meetings of the Council
  • assist the RFO in the preparation of budgets, balancing and conciliation of the Council’s accounts, preparation of records for audit purposes and VAT, receiving and reporting on invoices for goods and services, ensuring that such accounts are settled, including issuing invoices on behalf of the Council and ensuring payment is received and managing the Council’s corresponding bank accounts.
  • receive correspondence, documentation and telephone calls on behalf of the Council including planning consultations, utilising a filing system, and to bring matters to the attention of the council and respond to correspondence based on the instructions of the Council
  • prepare, in consultation with members of the Council, press releases and social media updates regarding the work of the Council, and to keep the Council’s website up to date
  • manage the council’s data protection requirements 
  • ensure all forms and paperwork are kept up to date in accordance with policies and procedures
  • assist the Clerk in the responsibility for the overall supervision and management of all of the Council’s employees ensuring that council policies are adhered to and undertaking all the necessary activities in relation to the management of salaries, conditions of service  and ensuring that appraisals are conducted annually and that contracts and job descriptions are updated after reporting any proposed changes to the Council
  • organise Council and civic events as and when required on Councils instruction
  • be a designated key holder for the Council’s assets
  • maintain political neutrality in fulfilling the role

Computer literate in all aspects of IT, including email and MS packages
